Moscow government has prepared a 5 year transport development program

Moscow traffic centre development program 2012-2016 will be proposed for public discussion, Moscow mayor Sergey Sobyanin claimed on Tuesday on the city government conference.

"I consider it is necessary to take the program as origin and after this conduct a public program discussion, complete it and approve it for realization”, Sobyanin said.

He emphasized that all of this should be done in shortest terms, “the problems are known, it is necessary to complete it in a month, maximum one and a half, and bring it for government consideration.

As he says, the program actually involves the increase from 200 billions to 300 billions of rubles of financing for capital’s traffic improvement.  “It is almost 20 % of a whole budget. It’s a serious figure.I ask you to find whether it is possible to use extrabudgetary funds”, Mayor added.

He emphasized that it is necessary to work over the issue of extrabudgetary funds involvement to program realization.
“At the same time, probably city budget structure and transport costs will be the same. It is necessary to increase only subway building financing – from today’s 50 billions to 100-120 billions per year”, Sobyanin added.

Moscow mayor’s deputy for transport and road building Nicolay Lyamov who presented the program on government conference said that almost 410 billions will be sent for Moscow subway development during 2012-2016.
As he says, subway development program 2012-2016 includes putting into operation 85.6 km of new lines, renovation of 2,266 rolling-stock coaches, creation of information system for passengers, setting of ticket automatic machines on stations, change of 64 escalators.

He emphasized that this program realization will allow to increase passenger traffic for 18 %, the number of Moscow districts without subway, where 22% of population lives,  will decrease to 13%, and congestion of the most loaded subway areas  - traffic centers -  will decrease almost for 30%, also the time of ticket buying will decrease.

Moreover, to 2016 it is planned to decrease the average coach occupancy at rush hour from 5.5 to 5 standing people on 1 square meter.
In addition, he said that on the small ring of Moscow railway till 2016 13 passenger stations are planned to build.
“Practical work of projection and building of linear infrastructure, stationary systems and traffic centers for traffic beginning on the small ring of the railway road has started”, he said.

As he said, in common 13.29 billions should be sent for railway transport development in Moscow.
For these money 5 freight yard will be closed and repurposed, new stations and additional lines will be built.

According to the deputy’s opinion, these measures will allow to decrease transit freights and increase in 1.5 time the volume of passenger traffic by railway transport in the city.

Moreover, it is planned to decrease the interval of aeroexpress traffic to airports from 30 to 15 minutes.

Lyamov also said that owing to the program the average interval of bus and trolley traffic in Moscow in 2016 is expected to decrease from 8 min to 5 min. As he said, public ground transport development, including taxi, will get 121.7 billion in 2012-2016 from city government.
“What is about public ground transport, to 2016 we must reach average interval decrease from 8 min to 5 min and decrease occupancy at rush hour from 8.2 to 4.1 standing people on 1 square meter”, Lymov said.

He added that the program involves increase of the average speed of bus and trolley traffic from 12 to 18 km/h, and on detailed lines – 30 km/h. As he said, it is expected to decrease for 15% the time spent by city inhabitant for trip on public transport.
In addition, Lyamov said, the program involves the increase of legal taxi from 9 thousand to 20 thousand.

Moreover, in Moscow to 2016 6 bus stations, several dozens of traffic centers are expected to be built. “Putting into operation of 6 bus stations, 21 plane traffic centers, 32 stationary traffic centers in Moscow is planned”, Lyamov said.
He specified that one bus station will be placed in the North of Moscow, two on South and two on West, another one – on the East.

In turn, 1.5 trillions will be sent to Moscow traffic net development in 2012-2016. As Lyamov said, during 5 years road net length in city should increase for 474.4 km to 1,267 km.
“We plan to build 474.4 km of road net including 35.6 km on highways”, Lyamov said.

Moreover, we plan to build 251.4 km of side driveways of radial directions, conduct reconstruction and building of side ways on Moscow ring road (177.4 km), conduct general overhaul of present roads, make detailed lines for public transport traffic.
“It will require 1,458 trillion rubles”, deputy specified.

Lyamov emphasized the program involves increase of transport speed, carrying capacity on radial directions for 11%, decrease the length of loaded highways for 12% or 72 km. In addition, cars and public transport traffic speed will increase for 31%, and truck transport system organization will allow to decrease trucks traffic on Moscow streets for 28% and improve ecological situation in city.

Moreover, deputy said that city transport development program 2012-2016 also involves water transport development.
He added that there is modernization and reconstruction of South truck port and  berths on Moscow river among the measures of the program.

Lyamov said water transport route system will be corrected taking into account the routes of grond transport and subway. As he said, it will allow to decrease the loading of public transport and road net of Moscow.
He emphasized that it is talking about investment projects, the city budget doesn’t involve it.  “There are agreements of some issues investment, which were denoted”, deputy said.
